There are three main factors I consider in making recommendations for highlights:

Mini:
This application is a small amount of lightness, often around the face. Some also choose this option to stretch out appointments between a Partial or Full Highlight.
Partial:
This application is focused in around the face, the top and crown, but not through the entire head. Also a good compliment to a Full Highlight, for those who want a bit of freshening in between their "Full" appointments.
Full:
For those who like lightness throughout their entire head. Highlights are placed around the face, throughout the hair and includes the nape.
